ACT moves to limit poker machine operations in Australian clubs

The Australian Capital Territory (ACT) government will soon launch an independent inquiry into the future of its club industry, aiming to help local clubs reduce their reliance on gambling earnings and transition to more diverse and sustainable business models.

On 17 April 2025, an inquiry was announced as part of the ACT government’s broader strategy to reduce the in operation significantly. The government has set a long-term goal of reducing the total number of machines to just 1,000 by 2045. This significant policy shift is prompted by increasing concerns about the social harm associated with problem gambling.

For decades, many clubs in Canberra and across the ACT have heavily relied on income from poker machines to fund their operations, including community services, sporting teams, and local events. However, the government is now encouraging these venues to explore alternative revenue streams to secure their long-term financial viability.

Boosting transition through tax raise

The inquiry will examine a broad range of issues, including potential changes to tax and regulatory frameworks that could support clubs through the transition. It will also examine workforce development, staff training needs, and alternative uses for club-owned land, such as housing, education, or health services.

The process will be carried out independently and will include consultations with stakeholders such as club operators, community groups, and industry experts. A final report is expected in early 2026, which will provide practical recommendations along with a 20-year reform roadmap.

Officials say the findings will help shape long-term policy and ensure that the ACT’s club sector remains strong, inclusive, and community-focused.

Clubs likely to resist shift

However, some analysts suggest the ACT’s broader strategy may also reflect a desire to gradually divest from the casino and gambling sector entirely. The Territory has shown a firm commitment to minimising gambling-related harm. 

Legislation such as the Gaming Machine (Compulsory Surrender) Amendment Bill 2024 allows the government to enforce the surrender of machines if voluntary targets are not met, with the goal of reducing the number to 3,500 by July 2025.

These moves have drawn criticism from within the club industry. Clubs ACT, which represents the sector, warned that the reduction could severely impact community sports funding and threaten the viability of many local clubs.
