The Isle of Man Gambling Supervision Commission (GSC) has announced the appointment of Nicola Libreri as its new Deputy Chief Executive Officer. Libreri, who joined the GSC in 2018, has most recently overseen the organisation’s newly formed AML/CFT Division. This team is responsible for inspections, enforcement, policy, and outreach.
Libreri said, “I am delighted to be taking up this role. The threat of ML/TF is constantly evolving and we need to keep on top of new and emerging risks. It is vital to ensure we maintain the safety of the sector and the jurisdiction, invest in strong AML/CFT controls and work with licence holders to stamp out any threats to that safety.”
, Mark Rutherford, CEO of the GSC, said: “Delighted to announce we’ve appointed Nicola as my Deputy. Nicola has played a key role over the last year in strengthening the GSC’s AML/CFT oversight and will continue to drive forward initiatives to support the sector’s understanding of emerging risks. Her role will be key to strengthening the GSC’s focus on collaboration, using data and intelligence in coordination with other agencies to prevent criminals from exploiting the sector or the jurisdiction.”
He added, “Looking forward to Nicola using her AML/CFT knowledge to further advance changes to the GSC’s AML/CFT supervisory framework to meet emerging threats and challenges.”
Libreri’s appointment comes shortly after Rutherford took over as CEO, with responsibility for both gambling and medicinal cannabis regulatory frameworks. It also follows a recent 94-page United Nations report that praised the Isle of Man’s work in tackling transnational organised crime.
Under her leadership, the GSC has made strong investments in improving anti-money laundering (AML) and countering the financing of terrorism (CFT) efforts through dedicated teams focused on outreach, remediation, and appropriate sanctions.
She holds ICA Diplomas in AML/CFT and Governance, Risk and Compliance, and is trained in blockchain analysis. Libreri also brings international experience, having worked with the Council of Europe in Serbia and participated in regulatory panels, training sessions, and outreach both locally and abroad.
