Governor Phil Murphy of New Jersey signed a Memorandum of Understanding (MOU) with the United Arab Emirates’ General Commercial Gaming Regulatory Authority (GCGRA) on Wednesday, marking a formal partnership between the two jurisdictions’ gaming regulators. The agreement, brokered during New Jersey’s economic mission to the Gulf Arab States and facilitated by Choose New Jersey, seeks to foster innovation and cooperation in both land-based and online gaming.
“New Jersey’s role as a national leader and international destination for gaming is strengthened by global partnerships that drive innovation in an industry where consumers seek exciting experiences,” Murphy said. “The collaboration between the DGE and GCGRA will strengthen our international economy while prioritising responsible gaming.”
The MOU brings together the New Jersey Division of Gaming Enforcement (DGE) and the UAE’s GCGRA to commit to joint initiatives in cybersecurity, responsible gaming technologies, and wider consumer protection.
MaryJo Flaherty, Interim Director of the DGE, underlined the authority’s enthusiasm for the collaboration. “As one of the longest-standing gaming authorities in the United States and throughout the world, DGE looks forward to its cooperative relationship with GCGRA as it continues to proceed with its gaming regulation implementation in a number of important areas, including technological innovations, gaming enhancements and initiatives, and cybersecurity practices and protections,” she said.
Flaherty noted that DGE’s prior experience working with several key GCGRA personnel in New Jersey’s regulated gaming sector laid a strong foundation for the new agreement. “New Jersey has been at the forefront of responsible gaming actions and initiatives,” she added.
The UAE sees the gaming sector as part of its broader strategy to diversify its economy and attract foreign investment. “Commercial gaming is a key pillar of the UAE’s strategy for diversified economic growth, playing a role in driving tourism and attracting foreign investment. This moment represents a unique opportunity to align innovative technology with modern, collaborative regulation to unlock economic potential while ensuring the highest standards of consumer protection,” Kevin Mullally, CEO of the GCGRA, said.
The UAE gaming sector has seen major developments over the past year, with six licences granted by the GCGRA and a 28 percent rise in casino-related searches, according to Dubai Casinos. New licensees include The Game LLC, which operates the UAE Lottery, and Wynn Al Marjan, the developer of the country’s first integrated casino resort. While online gambling remains unlicensed, interest continues to grow, and analysts expect 2025 could bring regulatory changes to legalise online gaming and sports betting.
Since Murphy took office, New Jersey’s online gaming sector has more than doubled in total revenue, establishing the state as a top player in the US market. The partnership with the UAE is intended to reinforce that trajectory.

The DGE plays a central role in regulating New Jersey’s gaming industry, conducting rigorous testing of all gaming technologies, licensing procedures, and enforcement activities. It operates alongside the New Jersey State Police and Division of Criminal Justice to maintain fairness and security in casino operations.
The , headquartered in Abu Dhabi, is the sole federal entity overseeing commercial gaming activities in the UAE. It aims to foster sustainable growth through effective regulation and commitment to integrity and responsible practices.
