Leading the charge is, President of the National Association of Games and Lotteries of Brazil (ANJL), who recently spoke with 8gfg.shop about regulation, enforcement and the road ahead.

Over the past year, Brazil has made major strides. The establishment of a legal framework and the licensing of operators have shifted public perception, helping to legitimise betting as a regulated economic sector. Yet despite these advancements, illegal operators continue to cast a long shadow. “These unregulated platforms don’t pay taxes and expose players to risk.” Jorge emphasises. Since October 2024, ANJL, working with the National Telecommunications Agency (Anatel), has blocked over 11,000 illicit betting sites. But the fight is ongoing and multifaceted.

In addition to site blocks, ANJL is coordinating with the Central Bank to crack down on payment systems used by illegal operators. There is also a joint initiative with the National Council for Advertising Self-Regulation (Conar) to train influencers on the importance of endorsing only licensed platforms. “Education is key.” Jorge says. “We want influencers to be partners in promoting responsible, legal gaming.” Jorge believes the legal foundation is already strong. “What’s needed now is not new laws, but robust enforcement of existing ones.” he says. The challenge lies in creating a competitive, compliant ecosystem that rewards licensed operators.

Security and player protection are also front of mind. As online betting expands, so does the need for strong data protection. Jorge supports enhancing Brazil’s General Data Protection Law (LGPD) and introducing a national self-exclusion registry, giving players more control over their gaming behaviour.

Looking ahead, ANJL has two top priorities: eliminate illegal sites and ensure a sustainable tax model. With these pillars in place, Jorge is optimistic. “Within five years, Brazil’s regulated market could generate over R$20 billion in taxes and create 60,000 jobs.” he predicts.
